Establish recruitment strategies:

Develop a plan to recruit council members. Consider ways to build trust and ensure authenticity. Strategize how to address barriers that may prevent people from participating.

Develop operational guidelines:

Establish meeting schedules, communication protocols, and decision-making processes. Establish methods for gathering and incorporating feedback, ensuring that community members are seen and treated as leaders and valued partners in the process.
